Well, it's a Buteo and not an Accipiter (red-tail and relatives vs coopers and relatives) and it has all the markings of a Ferruginous... size isn't always a good guide without other birds for reference.

Oh well, the pics you have posted of him are fabulous... and I remembered something else! The males can be quite a bit smaller than the females, I believe, so that may be part of what you're seeing :)

That is really funny that it found you so interesting. I once had a Cooper's Hawk following me, until I shook my hair around and scared the bejesus out of it! :lmao:
